How to get the set:

This outfit is a non-class-specific visual copy of the item level 566 Priest T16 sets, the Regalia/Vestments of the Exorcist. The pieces are obtained as boss drops from Heroic mode Siege of Orgrimmar.


There are no matching legs for the set, aside from the actual priest Tier pants. There are also Warforged versions of these items available, from the same sources, which are visually identical but six item levels higher.
