How to get the set:

The Robe of Doan was a BoP from Arcanist Doan in Scarlet Monastery Libary, at a high drop chance. However, the item is no longer obtainable, following the Patch 5.0.4 update to Scarlet Monastery.

Doan also conveniently dropped a matching and appropriately named mantle. The rest of this outfit is comprised of various items intended to match the two Doan items.

If you wish to actually look like Arcanist Doan, he also drops the staff which he carries, Illusionary Rod, although sadly his belt does not exist in game at all.
