How to get the set:

This particular pirate outfit is fully transmogrifiable and based around two red chestpieces, the Crimson Silk Vest and the normal-mode Corsair’s Overshirt.

If you wish to roleplay as a pirate, you can of course lose the shoulders, gloves and other less prominent items. You can also replace the legs with Simple Linen Pants, which are much easier to obtain, but not transmogrifiable.

The items shown here are a mixture of tailored goods, BoE world drops and pre-60 instance drops. The boots will likely be the hardest piece to obtain, due to high demand, but the rest of the BoE’s should not be too hard to find on the Auction House.
