How to get the set:
There are two visually identical item level 384 Priest Tier 13 sets, one for each priest role:
Discipline/Holy – Vestments of Dying Light
Shadow – Regalia of Dying Light
The five items comprising each set are purchased using tokens which drop from the Raid Finder mode of the Dragon Soul raid instance. There are no perfectly matching boots, bracers or belt for this set, but we have made some filler suggestions, which are listed in the ‘Extras’ section below.
The following list highlights the source of each item piece, all of which can be purchased from Jamus’Vaz for members of the Horde, and Faldren Tillsdale for the Alliance. The sources are the same for each of the two Dying Light sets.
Head – Purchased with Crown of the Corrupted Conqueror, a BoP drop from Warmaster Blackhorn in Raid Finder mode Dragon Soul
Shoulders – Purchased with Shoulders of the Corrupted Conqueror, a BoP drop from Hagara the Stormbinder in Raid Finder mode Dragon Soul
Chest – Purchased with Chest of the Corrupted Conqueror, a BoP drop from Ultraxion in Raid Finder mode Dragon Soul
Gloves – Purchased with Gauntlets of the Corrupted Conqueror, a BoP drop from Warlord Zon’ozz in Raid Finder mode Dragon Soul
Legs – Purchased with Leggings of the Corrupted Conqueror, a BoP drop from Yor-sahj the Unsleeping in Raid Finder mode Dragon Soul
Note that the tier tokens also have a small chance to drop from any of the first 6 encounters in LFR mode.
Extras:
The following items are not perfect matching for the set above, but are options to fill the gaps:
Waist – Braid of Salt and Fire (BoP drop from Ick & Krick in Pit of Saron heroic, at a 14% rate)
Waist – Astralaan Belt (BoE world drop from Outland)
Feet – Seer’s Boots (BoE world drop)

Is it just me or do neither of the belts linked match the one shown in the picture ?
The character in the picture is not wearing any belt 😉 What you see is the texture of the robe.
