How to get the set:
The Winter Garb is a combination of two crafted items and a BoP drop. The former can be obtained at any time of the year, but unfortunately the latter is only available during the Winter Veil season in late-December. See below for more details.
Hat – The Red Winter Hat can be found only during the Winter Veil season and occurs as a random BoP drop from all world creatures and a 100% drop from two specific bosses. If you are a low levelled character you will unfortunately have to hope that you get lucky in finding the hat from a random kill. Those of higher level however, can easily farm for the hat, which drops from Grand Magus Telestra in The Nexus and Jedoga Shadowseeker in Ahn’Kahet, on both normal and heroic modes.
Clothes – Crafted by tailors with 250 skill or greater with the Pattern: Red Winter Clothes. The pattern is mailed to Alliance Tailors at the beginning of the Winter Veil season. However, cunning Hrode tailors can purchase the recipe for 50 silver from a neutral goblin in Ironforge, Wulmort Jinglepocket, if they are able to sneak in during the Winter Veil events. Plenty of Horde Tailors will have made this pilgrimage, so it shouldn’t be too difficult to find a crafter on Horde side, but there’s often a set or two on the Auction House as well if you don’t fancy the trouble of finding a crafter and the materials.

1x Rune Thread
Boots – The Pattern: Winter Boots is mailed to Leatherworkers of both factions at the beginning of Winter’s Veil and is also purchasable from Penney Copperpinch in Orgimmar and Wulmort Jinglepocket in Ironforge during the Winter Veil season. They require a leatherworker of 285 skill to craft.
The materials required to make the Boots are as follows:
1x Copper Bar
1x Rune Thread

The hat is a guaranteed drop from any lvl appropriate humanoid instance boss that is wearing the hat when you kill them.
The hat is NOT a guaranteed drop in every instance, however, it is an guaranteed drop the folowing bosses in HEROIC mode.
